While I accept Mal 3:6 which refers to God's character, I don't accept the idea that God's program (for lack of better expression) doesn't change - For precept must be upon precept, precept upon precept; line upon line, line upon line; here a little, and there a little:Of course.
They were all taught by word, and or, example throughout the NT.
God changes not.
A simple reading of the Scriptures will show this very thing. The promise to cut a new covenant is proof enough that there is indeed change. If one needs more there is Hosea 2:11. Even Jesus (God) testifies to the promise of Jeremiah as a curent fact. There are 3 witnesses to the fact by 3 gospels and the dozen at the scene.
