Romans 2:14 speaks of before the resurrection also and after

Acts 17 the section I quote refers to men of all times all over the world

All are after.

You are taking this way beyond the idea of children going to heaven. We are narrowly looking at that subject.

When our Lord said "Suffer the children..." He was talking to his disciples about a particular group of children at that particular time. They were all Jewish meaning they were ALREADY in a covenant with God by virtue of their birth.

We are now in the New Covenant, which must be CHOSEN by the individual as an act of their will. Children too young to make that choice are not covered. And you will find NO biblical support for an "age of accountability." that is an entirely made-up doctrine.
