put some stupid clothes on. the problem is they dont have any dress code, there is hardly any clothes in there dressing appeal.
How much clothing will make you happy? Is covered but form fitting still going to be a problem? Does she need to be dressed in a full length, formless robe that hides everything? You would be surprised how little clothing is required to comply with indecent exposure laws. In my state it’s a thong for men and a g string with nipple covers (anything that is opaque and covers the nipple and areola) for women.Woa this topic got way more controversial than I'd expect. It's also funny cause um this is a Christian website and modesty is big in the Bible but seems like most are leaning the other way, must be a sign of the times lol.
What do you mean by indecent exposure? AFAIK indecent exposure isn't lawfully permitted in a lot of places. So your meaning of it probably differs quite a bit from how other folks see it. How do you think gals should dress when it's hot as stew out & they're working out? Going to the beach? What about fellows? Are you OK with us running without a shirt on?
Basically I dont like see through leggings where I can see someone's whole butt jiggling in my face. I don't like the cheeky shorts where half of the butt hangs out of the shorts. I don't like cleavage (and I used to do this until I realized I'm violating other people putting my boobs up in front of people making them feel awkward and uncomfortable.) I had a professor tell me once to pull up my shirt. And with guys there's less out there cause your anatomy is mostly below the belt but I don't really like the running with out a shirt thing. It's not that bad but I feel like a guy could put in a muscle shirt or something. Like I really don't need you running around without a shirt making me feel awkward for being near a naked guy. Idk maybe this is more of a social anxiety issue so I guess regular people don't get how it's awkward.

I think you're correct that it's your social anxiety issue. It may be awkward for you but it's not for most folks. I run every day. See folks in all sorts of attire. Since I live where it feels like stew for a long part of the year, hot & humid as heck, it's common for fellows to run without a shirt. For ladies to run in sports bras, short shorts. Young, old, in shape shape or out. I think you're taking the way other folks dress way too personally. It's not all about you.
