Usually there is a reason why someone's license is revoked. That reason is usually because that person poses a safety risk while driving. There is a reason why tests and exams are required to get a license. The reason is to demonstrate that they can safely operate a vehicle and not be a safety risk. An illegal immigrant cannot legally get a driver's license because it not only use as credentials that show they meet the minimum skills and knowledge necessary to safely operate a moter vehicle, but also to prove their identity to law enforcement. You are, of course, correct that giving undocumented foreign nationals “favored-treatment” would probably be unconstitutional, what with the 14th Amendment and the 1964 Civil Rights Act which forbade the government from treating people from other nations “differently”.
ETA: Yes, the government can treat people from different nations as “guests” (be they invited or no) and part of the executive branches responsibility to to “decide” on what kind of treatment both are getting.

In our area we have officers stop people committing traffic offenses and if the person can't speak English, the odds are they dont have a driver's license either. There's a good chance they have no insurance on their car too.
