Where the book of Daniel was for the Old Testament era, the Revelation of John is for the New Covenant era. The two should not be mixed up as the identifier, who are the Saints of the Most high God always addresses the Old Testament Saints.
The little horn with the many eyes always represented an apostate religious authority and the many eyes are its followers, that was said to kill the servants and the prophets of God throughout the Old Covenant era.
So the 11th horn that came after the previous ten horns are all in fact pharisaical religious institutions that encompassed the Old Covenant era of time, time and a half a time. If you recall that on a Jewish altar it was called the horn of the altar and so this pretty much symbolised the religious authority as the horns that were joined with the earthly beastly kingdoms. They were horns but had no crown because they were subservient to the earthly beastly kingdom.
The 11th horn becomes the last pharisaical based religious institution before it was destroyed in that time in 70 AD.
So a horn especially a little horn is a religious institution that has a patriarch as it's kingly high priest. This is where we get the name Melchizedek from, as the head of a religious body is identified as the king or head of the institution.
In the verse below we establish that the Old Covenant Saints being the first fruits to be redeemed when the great harvest began after Christ's resurrection and then ascension, we see they had not defiled themselves with the religious institution of their days, that were the 11 horns, because these Saints are faithful and pure before God.

They being the Romans who came and destroyed earthly Jerusalem and ransacked the temple and dissolved the pharisaical religious authority, who played the 11th horn with its high priest representing the religious head or king of the religious institution.
These saints are Old Covenant Saints that lived during the time up until the last who was crucified with Christ and was told that he would be in paradise with him.
The word told to Daniel that it would be after the chronological sequence of the Old Testament Saints of the Most High possessing the Kingdom, that by then the fourth beast is known, therefore confirming that the fourth beast is pre and post resurrection up until the climax to the end of the 11th horn in 70 AD.
The question is what did God who is declared as the Ancient of Days the Alpha and Omega promise the Old Testament Saints as far as possessing the Kingdom? What Kingdom is what begs the question?

The Kingdom that the Old Covenant Saints were promised is Christ's heavenly kingdom that invited first the first fruits, the symbolic 144,000 of the children of Israel from all 12 tribes throughout the Old Testament era as mentioned by the opening of the fifth seal in Revelation 6:9, before the everlasting gospel went out to the Gentile world at large by the declaration of the three angel messages in Revelation 14:6. It was these Old Covenant Saints, who were waiting for the messiah to open their graves and to bring them into their heavenly kingdom (country Israel) as Daniel 2:44 states that this Kingdom shall never be destroyed, so it must not be an earthly kingdom, but that which is a heavenly Kingdom. So Ezekiel is describing the bringing into their own land or country that Abraham was sojourning in his earthly life to find the dwelling place of God and this event happened after the tombs of the Old Testament Saints were opened as declared in Matthew 27:52-53, in fulfilment of Ezekiel 37:12-14.
This initiated the long awaited resurrection of the dead where the Old Testament Saints were ushered into their promised heavenly land/kingdom that shall never be destroyed. This happened after Christ's resurrection as mentioned in Matthew 27:52-53.
These Old Testament Saints were ushered into the Heavenly Holy City New Jerusalem at the point of the opening of the fifth seal mentioned in:
The souls that were crying under the altar (Revelation 6:10), were the Old Covenant Saints of the Most High that Daniel 7:18 is alluding to. These became the first fruits of the great harvest, through the resurrection of the dead after the forerunner to the resurrection Christ Jesus opened their tombs and commenced the long awaited reaping of the great harvest mentioned by the third angel message in line after the gospel went out to the Gentile world at large as declared in:
So the beginning of harvesting by God started at the point of the sealing of the Old Covenant Saints of the Most High after Christ opened the fifth seal, opening their graves and ushering them into their heavenly Kingdom New Jerusalem.
It is after this point that the three angel messages went out to declare the preaching of the everlasting gospel to the gentile nations at large and the commencing of the reaping of the great harvest of God by the outcry of urgency by the angel message to begin harvesting immediately without delay and in this regard the resurrection of the dead commenced with the Old Covenant Saint of the Most high as the first fruits of the great harvest as salvation went first to the Jews then to the gentile nations at large by the preaching of the everlasting gospel.
The commencement of the resurrection of the dead is confirmed by the statement that declares that death is abolished from now and onwards, as the reaping of the harvest has commenced by declaring to all New Covenant Saints that if you die from now on, your eternal inheritance is awaiting you and you will immediately receive the reward of the works done in the body.
