As if that one verse, out-of-context is the end all, be all authority on the subject. It is "good tidings of great joy will be to ALL people." BUT all people did not, will not accept it. Paul was persecuted throughout his ministry and legend has it he was crucified upside down. Also remember Stephen was illegally stoned to death, and Paul held the coats of the stoning party.
Jesus said this.

Jesus never said that all mankind will enter heaven. In fact, Jesus said, Not every one ...shall enter into the kingdom of heaven; Many, NOT a few, will say to me in that day, [i.e. Judgement day] Lord, Lord, ...have we not in thy name done many wonderful works?" But Jesus will say to that many, "I never knew you: depart from me, ye that work iniquity."

Lu:3:6:
And all flesh shall see the salvation of God.

1Co:15:39:
All flesh is not the same flesh:
but there is one kind of flesh of men,
another flesh of beasts,
another of fishes,
and another of birds.

Lu:12:6-7:
Are not five sparrows sold for two farthings,
and not one of them is forgotten before God?
But even the very hairs of your head are all numbered.

That doesn't mean any are sinners in the new earth era. This is a warning that breaking the new laws after this point will see the person being sent to the fiery lake with the fallen angels. Your reference if for the day the 7 vials are poured out.

and dust shall be the serpent's meat.
They shall not hurt nor destroy in all my holy mountain,

Very interesting conclusion. How would the 7 churches of Revelation, to whom the book is addressed, know all this? The average Christian could not afford to buy any of the NT books and highly unlikely they ever heard the OT.

The duty of the Church was to publish the Bible so every home had one. There was no suggestion they hide the Bible and then try and educated the people about what is inside it.
Ac:10:37:

which was published throughout all Judaea,
and began from Galilee,
after the baptism which John preached;
M't:24:14-15:
And this gospel of the kingdom shall be preached in all the world for a witness unto all nations;
and then shall the end come.

Isaiah:65 is about the new earth era, that makes 'Jerusalem' New Jerusalem as described in Re:21.

and there was no more sea.
And I John saw the holy city,
new Jerusalem,
coming down from God out of heaven,
prepared as a bride adorned for her husband.

Jerusalem during the 1,000-year reign doesn't have any walls:
Eze:38:11:
And thou shalt say,
I will go up to the land of unwalled villages;
I will go to them that are at rest,
that dwell safely,
all of them dwelling without walls,
and having neither bars nor gates,

The last 3 verse in Zec:13 belong to the passage in Zec:14. The 'little ones' are the Gentiles Peter went to in Acts:10.

Anybody can make the Bible say almost anything by quoting selective verses out-of-context .That ain't what Heb 1:2 or any other verse says. Neither the Father nor Jesus ever said that all mankind will be saved.

Contrary to what UR-ites claim Jesus never said that all mankind will enter the kingdom of God.
Jesus, Himself, said "Not every one ...shall enter into the kingdom of heaven."
Then Jesus said, "Many will say to me in that day," i.e Judgement day, "Lord, Lord, have we not ... in thy name done many wonderful works?"
Finally, Jesus will say, "I never knew you: depart from me, ye that work iniquity."
When Jesus says "never" He means never, not some day by and by.
