No it doesn't. Read the passage carefully.
Though the original city had been "made desolate" by Nebuchadnezzar as predicted by Ezekiel, the balance of the prophecy had not been fulfilled. Ezekiel (Ch. 26) had declared:
"They shall make a spoil of thy riches, and make a prey of thy merchandise; and they shall break down thy walls, and destroy thy pleasant houses; and they shall lay thy stones, thy timber, and thy dust in the midst of the water ... I (God) will make thee like the top of a rock; thou shalt be a place to spread nets upon; thou shalt be built no more ... I shall bring up the deep upon thee, and great waters shall cover thee" (vv. 12, 14,19).
None of this was accomplished by Nebuchadnezzar, though he destroyed the original city. The prophecy spoke of an unnamed power as "they shall do it." History reveals that this was Alexander the Great and his Grecian warriors.

Prophecies have to be specific, otherwise they're not prophecies.
THat's just it, Tyre exists today. The current city is built exactly where Tyre of old was built. The fact that some parts of the ruins are in water now doesn't mean Tyre was never rebuilt.
No it isn't, and you need to stop trying to hard to make the vague predictions of the Bible that have failed into something that sounds true with a lot of contorted logic, word redefinitions, and reading into words more than they say (eg, thinking that "they" means the prophecy actually predicted Alexander would sack Tyre as well).
This is why non-believers remain non-believers. You make it sound like you have to set aside logic, reason, and evidence in order to believe.
Some of the bible prophecies, you have to admit, are pretty generalized statements. "There shall be those that doubt the bible", hmm, some people are going to have trouble believing that all of humanity originated from two people who lived to be 900 years old and were tricked by a talking serpent? Yeah, that is so amazing, you'd think any logical person would believe that right on the spot, just because a book says it(sarcasm over). Most of the biblical prophecies that aren't immediately fulfilled within the book within the bible are very generalized statements like that.

Because it can be used that way does not mean that it is always used that way...! Not all virgins are young women and not all young women are virgins.....'almah' simply means a young woman of marriageable age...it does not come with a guarantee that she won't be 'used goods'.....

They meant any army will destroy Tyre. It doesn't say who. Watching through history, we have Alexander the Great going in and destroying this city, plus many others from around the area such as the Greeks.
The Bible is more complicated than meets the eye. It has been translated into many different languages, it is best to look at the original language and that would be Hebrew.

Actually it was quite specific who would destroy Tyre. It was to be Nebby. And there is a reason that you cannot extend it to Alexander the Great. If you look at the history of Tyre it was attacked and beaten quite often. Even before the prophecy. They were a small town with a source of riches that other towns could not match. That was the main reason that they developed the defenses that they had. It is not a prophesy of any sort to claim that a city in the middle East would be conquered some day. I have illustrated this with my "you will see a red car" prophesy. If I made such a prophecy and you saw a red car you would not be amazed. Red is one of the most popular car colors so of course you are going to see a red car.
You are trying to lower this prophecy to a "you will see a red car" type of prophecy.

Non believers stay nonbelievers because despite the evidence, they will deny God anyway. Non-believers and skeptics try to find as many errors in the Bible as possible to tear it down. Why? Because they know there is power in this Book and authority.
