He was writing to the Christian Elect in Rome. He was telling the members of that church to be sure to follow the leadership of that church. Not to follow what Rome said.
Why would he be telling those Christians to follow Cesser? He himself did not follow Cesser. And Cesser had Paul kill because of it.

So this passage is meant for the Christian believers in Rome to remind them to listen to their preacher.
