Absolutely. However, the vast majority of animals were, and remain, unclean in God's sight. God is quite specific as to the reasons for their uncleanness and it does not have anything to do with sin on their part. These animals are born unclean and can never become clean. Thus, it is quite immaterial as to whether the pairs of animals on the ark ever had any ability to obey.
If they obey, they get on the ark, if they are told to or led to.
If they obey, and are not told to get on the ark, and are not led to nor brought to nor put on the ark, then they drowned.

Jer. 17 is very poetic as with:

“Judah’s sin is engraved with an iron tool inscribed with a flint point, on the tablets of their hearts and on the horns of their altars.



Jerimiah said as you quoted: 9. The heart is deceitful above all things and beyond cure. Who can understand it?

We just do not know the true motives behind actions and we cannot change the person’s motives, but the person themselves can have a change of heart and still might not understand it.
The verse just following explains the verse you quoted:

10. “I the Lord search the heart and examine the mind, to reward each person according to their conduct, according to what their deeds deserve.”

They are not "obeying" since it is not an order, but an invitation, are just accepting or rejecting the invitation as a free will choice, you did nothing deserving of being there.

God has written a "Law" on everyone's heart, but some obey that law and some refuse to obey that law. Realizing no matter how hard you try to obey the Law you cannot helps turn the person toward God for help.

And what is becoming obsolete and growing old is ready to vanish away.

By Putting His laws in their minds and writing them on their hearts he becomes their God and they become His people.

Christ did not fail in his mission. Christ's death on the cross has a 100% success rate. God saved his elect that he meant to save and not one will be lost. How do I know this? God said so and God is incapable of lying or failure.

Yes, indeed, look at His body today - riven with multitudinous divisions, losing a young generation, filled with corruption of every sort - a very sad state, indeed.
