Well, I suppose that the government would not really be interest in turning a profit.
Possibly - does that mean the tax payer bear the costs?

Probably would end up being a government-funded food pantry.

While not in urban areas, there are a few city owned groceries in rural areas that seem to be able to keep the doors open without being a burden on tax payers. Whether that can be accomplished in an urban environment is yet to be seen.

City owned store in Baldwin Florida:

So far, though, the experiment has been a success. The town council had hoped to take in $3,500 a day, and sales have routinely exceeded that, Lynch says.

City owned store in St. Paul Kansas:

The St. Paul grocery employs ~15 people, and it turns a profit of 3%, slightly better than the average for rural grocery stores.

City owned store in Erie Kansas:

So far, the City of Erie has taken a mostly hands-off approach to running Erie Market. The store manager submits a monthly report to the city about the finances. Erie will only step in if it slips into the red.

“We run it as a utility, like we do the electric bill and the water bill,” Schoenhofer said. Just like a water bill, if the costs of running the store goes up, Erie would add a small amount — less than $5 per month — to each resident’s utility bill to make up the difference.

Erie hasn’t had to do that yet, but rising inflation is making the city council nervous.

Erie Market, after all, needs to break even, not make a huge profit. Its first priority is getting residents in the door.

Separate from government/ tax payers,
some churches/assemblies of believers do this instead. Much much smaller scale than Chicago, but for all for whom it is determined by the Father for His people in Jesus.
(just remembered, like the feeding of thousands in Scripture - no government tax dollars used !!)
That’s nice, but we are talking about the City using tax dollars. Your reply does not address the question.

Correct, yet remembering in Russia or elsewhere long ago (whether decades or centuries)
when the Christian Assemblies were welcomed instead of persecuted
because the members were much better (harder working) workers generally and were honest and reliable unlike the other citizens ...
So too a small or large, or medium sized?, assembly could be a role model/ good testimony, of how to meet the needs of people without needing tax dollars to do so.
This can be addressed on another / different/ section or thread if someone wants.
i.e. back to the Title/ op/ topic/ question of the thread...
Again - that has ZERO to do with the thread -

A grocery store in Toronto, Canada came up with a grocery store for food that would be otherwise wasted, and introduced a pay-what-you-can pricing model, allowing customers to choose how much to pay for produce.

Toronto "Feed It Forward" store: At This Grocery Store People Pay However Much They Can - Goodnet
Let me asks you this and you may not know, but how do they ensure that A to people are paying what they can and B ensure the quality of the product because if they product is about to be wasted there is often but not always a reason ( such as it getting close to spoiling or rotting as the case may be.) again, you may not know the answer to those questions which is OK the second one in particular and really to a certain extent the first one as well are honest questions.

The store does it out of the goodness of their own hearts most likely.
