I like this question.

The Spirit of God, can be interrupted.
The will of God, is gradually revealed.
The power of God, can be followed.
So does the spirit of God not have the same power set as full God?

Yes, but surely you concede that a species never evolves or tries to evolve into its predator?

That would be just about impossible. A predator and its prey share a common ancestor, but one did not evolve from the other. Zebras did not evolve from lions, nor lions from zebras. But lions and zebras both have a common ancestor, and both species are descended from that common ancestor. For a zebra to evolve into a lion would essentially mean that it has to un-evolve back to the common ancestor, then re-evolve down the line that produced lions. Evolutionary theory states that this would produce a great reproductive disadvantage in the intermediate steps, and so any line that attempted it (which is probably not the right word, since it implies an active choice, and evolution isn't done by choice) would die out before it completed the transformation.

I would say it depends on whether God is creating, or not.

In principle God could be creating with Power, but have a weak Spirit; on the other hand, God could be resting, and have less power, but an uninterrupted Spirit would be strength (strength that is not power, is an interesting concept, don't you agree?).
