I believe Obama was never qualified even if he was actually born in Hawaii, that is because he is not a "natural born" citizen and does not meet the requirements in the Constitution to serve as President.
Not only is there a problem with being born to a Kenyan/British Citizen parent which could/should reasonably preclude the designation "natural-born citizen," also the law at that time where being born to a 17-year old mother may not in all cases confer citizenship, let alone natural-born status. His apparent abuse of selective service, social security and (probably) Certification of Live Birth records, as well as his constant pattern of lying, even as president, makes for a strong argument that Obama engages in a pattern of fraud and deceit.
And the most problematic is when he moved to Indonesia, he had to become an Indonesian citizen in order to attend school. He was registered as Barry Soetoro and his nationality was listed as Indonesian and his religion was listed as Islam. When he returned to Hawaii, he could have regained his citizenship, but he would have been a "Naturalized Citizen" and they would make him NOT ELIGIBLE to serve as President.
Today we have Hawaii Governor Lingle who sends out a letter that says she can't say anything about the records on Obama and the Hawaii Attorney General's office won't corroborate Janice Funkino's statement that Obama was born in Hawaii.
Further problems with Obama and his eligibility. He admits he is ineligible as cosponsor of S.R. 511 which spells out that McCain is a natural born citizen because he was born of 2 US citizen parents on a US possession military base.
I'm of the opinion that a natural born citizen has no other citizenship ties at birth by virtue of place or parentage, than American.

It seems the only vetting is up to each state to determine how presidential candidates may qualify for the ballot.
And now, due to lack of accountability by the states, we have several United States District Courts who have now ruled that private citizens do not have standing to challenge the eligibility of candidates to appear on a presidential election ballot.
