I would use notes, especially if I had already said something that was easily misunderstood or not stated within an accurate context such as Biden did.

He can't expect people to know what he is thinking or feeling when he speaks. They are going to take it as he literally stated it. Biden isn't like some of our cooler demeanor leaders, he often wears his emotions on his sleeve, just as Trump does.

It's not about remembering it's about explaining something more clearly than you did the first time and saying it with as few words as possible. Notes help to keep one focused on the simple and clear answer.

Unfortunately, there are media people that are just there to ask the same question over and over trying to get a different answer or to slip the speaker up. If the speaker sticks with their notes and doesn't waver there is less chance of the media taking statements out of context because there is less context to manipulate.

It seems there is plenty of hypocrisy on both sides here. I remember many here criticizing Sarah Palin for writing notes on her hand for a speech she gave. There there was the whole Obama can't speak without a teleprompter "scandal" brought up by the other side. Then you have Trump, who frequently hasn't used a teleprompter or notes, but can sometimes be incoherent (tries combining too many thoughts into a couple of sentences) or keeps getting sidetracked by random thoughts.

Let's face it, every President has speechwriters (even Trump) and use a teleprompter to give important speeches. If they are going to speak without a teleprompter, or hold a press conference, most Presidents will have notes to help ensure they hit the key points they want to address. Biden having notes is no different than most Presidents, and it is hypocritical that some here who either defended or criticized Palin are now taking the other side.
