So if the EP sides with the Ukrainian Church on this matter and supports their independence, does his say carry actual weight, or could Moscow disregard this and continue on with business as usual?

Moscow will probably ignore it. most Ukrainians want to stay under Moscow.

Should you fix wiki? And further, without a Patriarchate, how are they completely autonomous? On some level, their legitimacy appears to stem from their communion with Moscow.
Rocor was formed in the 1920's based on a ukase (decree) from St. Patriarch Tikhon that due to upheaval of the then bolshevik uprising the Russian Churches in the diaspora if they find themselves severed from the mother Church they are to unite and organize themselves where they no longer rely on the Russian Church in Moscow.
The two sides reunited after a series of discussions and demonstrating the atheistic communist captivity ended. Rocor was allowed to be keep their structure and operate autonomously in the diaspora their bishop is also a member of the MP synod if I remember correctly..

Cyprus is autonomous and doesn't have a Patriarch.
Just a correction Cyprus is autocephalous and has been since atleast the council of Ephesus. Neither Greece nor Cyprus see it necessary to call their presiding hierarch a patriarch. The Ukranian church should NEVER be a patriarchate as it has relocated to Moscow. He can simply be called Archbishop of Kiev and all Ukraine if it's ever granted autocephaly..
