No one. "Banned Book Week", like this thread, is a bit of romanticized, grandstanding virtue signaling. Libraries choose which books they want to loan, and schools decide which books they want to teach. I know it's much more interesting to paint life as dramatic "good vs. evil", but, move along folks, nothing to see here.

It's not an invented or glamorized issue. It's mainly a school issue, but there have been school libraries and libraries who protest the removal of banned books from their circulation.

There have been several stories this year of the police wanting to ban books that show police brutality in 2018.

The police have the right to make their opinion known. They can't ban a book. The libraries will decide.
