not sure what cut-throat is BUT it does get pretty intense!

That would be:

If someone else notices what cards you have, it's your fault for having them out there for all to see. You can't move your head way over but peripheral vision and tiny glances are fair game.

Draw 2s and Draw 4s are stackable - that means if someone pulls a Draw 2 out on me, and I have another one, it's Draw 4 to the next person unless they have another Draw 2, in which case it's Draw 6 to the next person, etc.

When you can't play and have to draw from the pile, you have to draw until you get a playable card.

Consipiracies against whoever's about to go out are highly encouraged.
