No, it doesn't, But bearing that responsibility does not rule out bearing it jointly in some way. There is a view that health care ought to be public infrastructure, like fire care or police care or army & navy care. The opposing view is that health care is a commercial product whose accessibility ought to be regulated by a free market like other commercial products. There is also a large middle ground full of hopeless schemes, mostly concocted by people who really favor one side or the other but realize there is too much opposition to it.

What bias is that? Is it biased to begin research with a pre conceived conclusion or to go where the evidence dictates?

Why do you think they don't take that attitude in the rest of the civilised world where they have health systems that cover every citizen? but we know it's why Americans will be dying needlessly by the tens of thousands every year for the foreseeable future, it's pretty obvious that Americans could not care less about their fellow Americans.

America is unique in many ways.

My view is that there are just too many people that need healthcare for a national plan to work. Too many passengers will sink the boat, some have to be thrown overboard or all will drown.

A free market system with a state supervised catastrophic care provision for the uninsured or underinsured allows for free market solutions where people can get better care for less money.
That does not work though.

Just look at America. The 'free market' does not work for health care.

My view is that there are just too many people that need healthcare for a national plan to work. Too many passengers will sink the boat, some have to be thrown overboard or all will drown.
Too many people? AYKM? There are hundreds of millions of people living in the countries that have universal healthcare who would disagree with you in an instant, sadly as an (untypical) American you can not see past your own needs so you know nothing about working together for the common good, there is no 'common good' in the US because it's the "take what you can while you can for as long as it lasts" way of thinking that is slowly bringing the country down, selfishness and greed are the mainstays of the happily "Unique" American culture.
The US is structurally falling apart and the government (that was just voted in) is about to give billions of dollar to the extremely rich in tax cuts while old people lose their health cover... yes America is thankfully very very 'Unique' in this world.

Trustworthy? loyal? helpful? friendly? courteous? kind? obedient? cheerful? thrifty? brave? clean? reverent?

The 'free market' does not work for health care.
The American health care system USED TO be the best in the world. All the advances came from people who improved their own standard of living by helping others stay healthy. We cured Polio. We developed most of the AIDS medications. Free market solutions work because people are motivated to do a good job. Socialism does not work because they are not. Right now American doctors are creating their own health care networks. Adults pay $50 per month, children pay $10 and nearly every expense is covered. No co-pays. The doctor handles everything. There are other programs in which people all share medical expenses. That's what insurance was designed to do, but the insurance companies and the trial lawyers saw the medical industry as a treasure chest.

Free market capitalism is why America feeds and protects half the world. Forget what your socialist teacher who never held a job in the private sector is telling you. Free market solutions are responsible for a disproportionate share of innovation in the last two centuries.

Europe is full of people who owe their lives to American productivity and all they seem to be able to do is run this country down. Maybe we should have stayed out of the European theater for another year or so. Maybe the next generation who grew up under the protection of the American military would have a little more respect.

Your ignorance about American history is frightening..... America did not 'Intervene', Japan attacked Pearl Harbour and four days later Germany declared war on America that's why America "Intervened" in the war.

Every other civilised country on the planet with universal health care (that's all of them BTW) would disagree with you but you keep thinking like that and you can watch your countries healthcare slowly go down the tubes, sadly millions of Americans will die needlessly before the American people eventually come to their senses.
