There was a leak on the space station. It wasn't certain if the water was coming from there though; it could have been the astronaut's water bottle, or that he was sweating.
Wherever it was coming from, it was accumulating inside his helmet. The rest of his body was dry, which it would not have been if submerged in a tank of water. If you read the article, it's clear they were in space. In fact the heading of the clip you quoted is "astronaut nearly drowns in space".
The race to get back to the safety of the aircraft was made worse because just then, the sun went behind the earth, so it was pitch black.

Furthermore, there is nothing in the clip you quoted about being in a tank of water - you've just put 2 + 2 together and made 8.

And why do we need fuel guzzling aeroplanes? We have all been at the bottom of a swimming pool and swum up to the surface again. Just think how much money we could save.
