For Apollo 11-14, the PLSS could provide up to 4 hours of oxygen, cooling, and CO2 removal. It carried 1.5 lbs of oxygen at 1,020 psi, 3 lbs of lithium hydroxide for CO2 removal, and 8.5 lbs of cooling water.
For the extended missions of Apollo 15-17, the PLSS was upgraded to enable 8 hours of EVA time. This was achieved by increasing the oxygen supply to 1.8 lbs at 1,430 psi, lithium hydroxide to 3.12 lbs, and cooling water to 11.5 lbs.

Regarding divers:
Even with hard work doubling the metabolic rate, a 3-liter oxygen cylinder can provide over 5 hours of dive time, while a 2-liter cylinder offers around 3 hours.

No idea where did you get 1 hour vs 22 hours.
