I was trying to add some more detail to the point you already made - I agree that covenants run concurrently so for example in Heb 9:15 under the New Covenant we have Christ's blood made available for forgiveness of sins. Well "forgiveness of what sins"? in the verse it says "sins committed under the firs covenant".
"Obey and Live" is the first covenant form that we see God making with Adam and Eve in Gen 2. And Romans 3:19-20 (as well as Gal 3) reminds us that those are "still the rules". But since all mankind has sinned - then all have failed by those still-valid conditions of the first covenant, all need forgiveness, all need to accept the New Covenant where forgiveness of sins is a key promise and not just the promise "Obey and live".
