If anything, the program actually made the problem worse - tell people that you're going to ramp up enforcement, and they'll scramble to get into the country before the new program goes into effect. If you look at Border Patrol encounter data, encounters surged from February to June of 2019 (peaking at 132k in May), and remained higher than average until October - after the program was in place - when they dropped down to more or less the same level (~30-40k encounters/month) that they'd been for the past ten years, where they stayed all through COVID. Numbers started to spike again after Biden took office - likely because of a perception that his administration would be more friendly to migrants.

Yes, the problem did get worse after Biden ended the program, but it was already getting worse before he did that, and several significant events that affected the number of migrants worldwide occurred between 2019 and 2021. Given the lack of effect that the MPPs had on illegal immigration numbers (2019 surge aside), it's unreasonable to expect that they would have done anything to improve the current situation.

The issue seems to be about whether the right to make an asylum claim must be extended to those who have entered the country illegally--a policy to which we are bound by law and treaty.
