Sin is life and death and the moral law. All have sinned just by being born to die ( obviously inescapable). As we live we will sin but infants hardly have a chance to use free will. Romans 5:12-14 is the sting of mortality and then morality. St. Paul clearly explains that even those who did not have the Gospel or the law of Moses still have a law of conscience by which they will be judged ( Romans 2).

I would agree that everyone in hell will be people who chose with eyes wide open not to spend eternity in the presence of God.

I can’t shake the question that causes me unwanted anxiety.

which is this.

“Where do babies that die in infancy go?,are they immediately taken to heaven,or are some sent to hell?”
You can trust the LORD to do what is right, with every child and every unborn person. My opinion is that if you trust Him, then anxiety can not get the better of us.

So, I would say start with simply trusting the LORD so you are in peace. And be unconditional about this. And trust God to guide our attention to where our attention belongs.

Here is my theory...... not really biblical but the logic has some merit I think.
I believe those who God deems as not mentally able to truly be accountable for their sins go to heaven temporarily. When Jesus sets confines Satan and sets up his 1000 year reign I believe all those who did not accept Jesus and/or those who were not mature (accountable) enough to decide for him (or not) will be living on earth during that reign and after 1000 years when Satan is let loose to tempt everyone these former children (babies) and the people with mental issue that would be cured of them and be "normal" will have to decide who to follow. Essentially according to the Bible those who are deemed "not accountable" due to age, maturity, mental issues are not saved in the way that those who are accountable and accept Jesus. They are not damned either but they still have to choose Jesus.

Now you can take this idea with a grain of salt but I think it has some logic to it as per the Bible saying that people will be tempted at the end of 1000 years and those who fail to resist are damned (unsaved). I'm thinking that those who are saved prior to the 1000 year reign have already been saved and the temptation doesn't apply to them I believe that their connection to the Holy Spirit differs from those who even though they didn't go to hell, they have not been saved, just delayed like the saints in paradise who waited in faith for God to rescue them unto him.

Aborted babies have not developed any human personality yet and they have no understanding of the world, of themeselves or of heaven.

So, in my opinion, really small babies of course do not go to hell to suffer, but may simply cease to exist as the spirit goes back to God and flesh back to earth. There is no human soul developed enough to be saved or punished.

I do not know, God knows.

I highly doubt there is one specific age for everyone. Various children develop in different pace. So instead of a number, I can rather imagine reaching some level of self-awareness.

Only those who have sinned by their free will the unforgivable sin will end in hell.
No innocent is condemned to hell.

IF by babies you mean innocents who have never sinned then HE will not send them to hell. But many believe that babies are not innocent but sinful as proven by their deaths since death is the wages of sin, not a consequence of ife.

So the only question is: how did they become sinful? If GOD created them sinful by making them human in Adam then HE cannot righteously judge them as evil for being as they are created, yet they still die as sinners. Hmmm...

I suggest we start with HIS attributes a loving, righteous and just and define every doctrine we hear about HIM as to whether it fits HIS attributes at face value, not by sophisticated theological argument.

God created Adam, Adam listened Eve and then, due to his freedom of choice.....He choose to disobey God. THAT WAS SIN.
