Yes and God protects the poor and hungry.And its God who gives us our natural rights - according to the constitution - NOT the government.
The government was not created as a church entity, it was created to protect people and make certain that rights given by God were protected.
We have to do the church stuff ourselves - not make the government our God.

Letting people starve in the streets is not protecting them.
The atmospheric amounts of Money we eagerly spend like drunken sailors on the war machine renders your "we need to cut lazy people off food stamps or else we'll we run out of money" laughable.
The 2016 Military Budget for the us was Double that of the next largest, China and was enough money to buy every Homeless person in america a million dollar house.
But no... we need to keep buying Bombs at rate double our nearest Military competitor instead of feeding and housing every homeless person because... Socialism is Bad, Bombs are good.

Natural rights come from God alone, this is how our constitution was set up.
No man, and no government can give anyone their natural rights. They would exist in absence of government because they come from God's Hand.
The only thing a government does, is not interfere in our natural rights (which in my opinion also helps protect the same)..
Anything a government gives are civil rights, and they can be given or taken away at the whim of the government as it sees fit. Because if the government is the one that issues them, then the government can also take them away - it's their hand over it, they have the power.
There is no God given natural right for food stamps - there's just not. It's a U.S. government program, and the U S. government makes the rules for it...

Our taxes aren't a form of charity, paying taxes aren't giving anything to God, they are paid to support the government, and the paper the bill is paid with is issued by the government. Paying taxes is giving to Caesar what is his..
the poor and needy - Biblically we do that ourselves. In person, live, from our own money - from our own pockets, from our own table - out of the bounty God gave us.
However, the government in the U.S. is made up of "We the People" so when we pay taxes to support the "government" we are paying taxes in support of the people who make up the government so that all may take part in the virtues of life, liberty, and the pursuit of happiness. We do not live beneath an empire or a monarchy, but even so, part of the duty of ancient kings was to look after the poor, so there is history and tradition of this expectation long before the idea of the U.S. was even conceived.
Also, since our government is the people (similar to how the church is the people rather than a building), and Christians are (at least nominally) a large percentage of the people, one might expect that government policy might at least reflect some values of this population, even if in a non-religious way. As it is, it is interesting how it is the more secular members of our population who are most interested in doing good things for our neighbors and the Christians who seem most opposed.
When you considered how the number of recipients mushroomed under the previous administration, 700,000 fewer doesn’t seem so drastic.
The real issue then is weeding out the lazy from the poor.

Taxing people to maintain a large army and build nuclear weapons is not charitable. No government has no taxes. You use the money they print or electronically credit and pay taxes if required, or risk Federal prison. It costs over $34,000 a year to keep a person in Federal prison.
