Every time America has lower tariffs versus their partners, America loses too. Time to wake up to the war China has been waging since they obtained most favored nation status (initiated by Clinton and made permanent during Bush). 40 billion or more in trade deficits every month is not free trade. The last year the U.S. had a surplus in the trade of both goods and services combined was in the 1970s.

Trade deficits have nothing to do with "free trade". The issue with China is theft of intellectual property, not tariffs or trade deficits.
