Religions didn't have to be authorized in Rome,
yes they did. As your next comment acknowledges.
the only religious enforcement was that they couldn't interfere with emperor worship.
You acknowledge The Romans decided which religions would be legit..JUDAISM was given an EXCEPTION from and Emperor worship and idols.
Which is why Judaism caused such problems for the Romans with its insistence on monotheistic worship.
Which is why Judaism was given an exemption. Which exemption I believe extended to their proselytes, as God fearing Gentiles attending synagogue every Sabbath.
Acts 15:19 Wherefore my sentence is, that we trouble not them, which from among the Gentiles are turned to God:
20 But that we write unto them, that they abstain from pollutions of idols, and from fornication, and from things strangled, and from blood.
21 For Moses of old time hath in every city them that preach him, being read in the synagogues every sabbath day.
When The Apostles were no longer considered a Judaism, they lost this exemption. Along with their God fearing Gentiles.
This therefore would result in crimes not of which were done, but rather what they would not do.
Jn 16:1 These things have I spoken unto you, that ye should not be offended. {offended: scandalized or, made to stumble }

They shall put you out of the synagogues: yea, the time cometh, that whosoever killeth you will think that he doeth God service.
Mt 10:17 But beware of men: for they will deliver you up to the councils, and they will scourge you in their synagogues;
Mt 23:34 Wherefore, behold, I send unto you prophets, and wise men, and scribes: and some of them ye shall kill and crucify; and some of them shall ye scourge in your synagogues, and persecute them from city to city:
