The Catholic definition of the soul, as outlined in the Catechism of the Catholic Church, is the spiritual principle of human beings. The soul is the subject of human consciousness and freedom, forming a unity with the body to create a unique human nature. Each soul is individual and everlasting, immediately created by God, and does not perish with the body but will be reunited with it at the final resurrection.Define soul. And heaven.
But the answer is "we do not know", anyway.

Not sure how a principle or "the subject of freedom" can go to heaven or what would that even mean. "Sanctified" and "holy" do not mean righteous," they mean "set apart". . .in this case, from the world and with the people of God, enjoying their earthly blessings.I offer two choices that I know of to answer this question. First, from a Charismatic teacher of the word.
John 1:9 (YLT)
9 He was the true Light, which doth enlighten every man, coming to the world;
Based on this every person is lit coming into the world. Lit does not mean saved, but it does not mean damned either. The question then is what happens to make the light go out?
Romans 1:19-21 (KJV)
19 Because that which may be known of God is manifest in them; for God hath shewed it unto them.
20 For the invisible things of him from the creation of the world are clearly seen, being understood by the things that are made, even his eternal power and Godhead; so that they are without excuse:
21 Because that, when they knew God, they glorified him not as God, neither were thankful; but became vain in their imaginations, and their foolish heart was darkened.
From Romans we learn that God is made known to everyone. However, when they reject Him it is at this point that they are condemned to hell unless they repent of their rejection of Jesus. The lit becomes the darkened heart. There is not a hard and fast age this occurs. It likely depends on the maturity level and the time when God shows them Himself. So probably much later than an infant to understand that. There are too some adults who never reach the age of accountability because of an intellectual disability. So these folks that die before never having reached a "darkened heart" seem destined to heaven. Part of that assumption too is based on a "just" God. Sure they are born under Adam's sin but they never rebelled against God either and God is merciful to take them in.
An alternative to this would be to say that children of believers go to heaven, while unbeliever's children do not. This is based on

14 For the unbelieving husband is sanctified by the wife, and the unbelieving wife is sanctified by the husband: else were your children unclean; but now are they holy.

To him that knows to do right and does it not -- to him it is sin. James 4:17 -- infants to do have the will to sin. RIghteous and holy are "set apart" from sin.
