eh.... Not quite. "Producer" is an overly-broad title (like "engineer" in my world) that can mean a lot of different things. It can mean "financier" and it can mean "manager." The director is responsible for getting the movie made and most (all-ish?) of the creative decisions. Non-creative things like safety protocols, meal breaks, facilities, etc are still very much in the bailiwick of a managerial sort of producer. The issue is that you are oversimplifying. The producers of a movie tend to be those that are putting up the money and they frequently make the initial decisions, about how their money will be spent (so who will direct, where they will shoot, etc). Once the movie starts filming the producers aren't really involved -- the director becomes the "captain" and is the one responsible for what happens on set (and is why John Landis was one of those charged with the deaths during the Twilight Zone movie shoot).
Of course, the real issue here is the prosecution (or maybe just the police, it is unclear), who seemingly tried to hide exculpatory evidence.
