The simple answer is they are disproportionately put into situations where they are more likely to commit crimes, be exposed to crime, become victims of crime, and be suspected of crime.
What do you suppose is the reason for that?

I do not think you would find any officer who would not agree with what you said.
yet black people are treated that way far more often than whites.

Systematic oppression.
If you commit a crime that is n no one but you. Do I agree that there needs to reform yes, but if you commit a crime if you make poor decisions you cannot blame it on your race. I will say granted as a white female that the more some black people choose to use the race card the less I respect their movement.

I am sorry but I don't know exactly what you are thanking me for.
for realizing that not every bad thing that happens to people of color is a race issue and that you can not blame your race for your poor decisions.

No one argued that every bad thing that happens to people of color is a race issue, you simply complain about that when evidence of racism is shown. And save us the perennial argument that says that Black people in America have a problem with decisions, culture, intelligence, biology, etc., it's a tired argument that has been made since Reconstruction. It's a racist argument that has shifted in description with a new moniker every few decades; it looks like the moniker is now "poor decisions," I guess "culture" is no longer in vogue these days? I remember those days.

You are, I think, unusual, then.
Perhaps I am unusual because I don't believe I am a victim of some nameless faceless monster called "white supremacy". Is there racism in America? You betcha. Have I had to deal with racist people? Yes! Is there systematic racism keeping minorities oppressed? Actually, come to think about it there is. Its called "soft racism" and it comes from the politicians from both parties who try constantly to manipulate us for political gain with empty promises and flattering words and try to convince us that we are victims who need THEM to rescue us.

The reason why I have not been affected by systematic oppression is because I refused to believe I am a victim. I was raised in poverty by my single mother who worked hard to give me a better life. I stayed away from the drugs and the gangs by keeping in the books.

Culture is a part of it as well. Black people have a different culture than white people that is not a bad thing. I am not saying that black people are not treated unfairly at times, nor that reforms are not needed, but stats DO show that black people commit a higher percentage of crime ( compared to their size of population) As such of course there will be more of them in the various departments of corrections; that is not the same thing as saying they deserve longer sentences ( which I know right now is currently the case.

Just because you have personally overcome systematic oppression does not mean it doesn't exist. You just acknowledged it's real, and it's happening to millions of disenfranchised people. The fact that it's something someone has to overcome means it's something we as a society need to address and fix.

thank you again. I hate to tell people this but you will always have the isms in this fallen world. If you think the law will change that go speak to any number of people who were laid off after about their 50th birthday. Ageism in the workforce above 40 is illegal, but if you talk to many of people who have been in the job market at 50+ they will tell you it is much harder to get a job. In fact, even the government ( social security) realizes this and it is actually easier to get disability your 50th birthday and up because they realize that ( for a number of reasons one being ageism that it is tougher to reenter the work force as you get older.

And it can only be fixed when people of color do what I did. Take responsibility for their lives and stop believing they are a victim needing to be rescued.

So you're okay with the socioeconomic inequalities that these communities have to deal with? They just have to "get over it", like you did?
