I think of children who are born without a brain, or at least most of it. Most die from it, I know, but some survive. But when they didn't have, let's say, the visual center at the back of their heads, they still saw. I know that the muscle attachment to the eyes is independent of a brain, and is controlled by the cerebral cortex, so the soul is probably in the cerebral cortex anyway, but they should really be blind when they don't have the "visual" center at the back of their heads:

Precisely. Apparently there are several variants, which in the most extreme cases prevent anything approaching normal mental life. However, in most cases the brain stem can take care of basic functions and the plasticity of the (compressed) cortex material allows a degree of adaptation. Scans presented out of context create a false impression of the amount of brain material present. This is done either through incompetence of the commentators, or deliberate lies for sensationalist purposes.

No, only the brain-stem. Maybe 1 % of a brain in addition

Not in every case. Most are born with only a portion of the brain missing, but enough to basically end up not surviving to later life. I don't think there's even been one case of a child with anencephaly living into double digits. Which kind of puts a crimp in your claim.

Noah Wall is now 13 years old, but he didn't have anencephaly, he had hydrocephalus which is completely treatable simply by inserting a shunt into the skull and draining off the excess fluid. Many sufferers go on to lead completely normal lives. In fact Noah's brain size went from 2% of normal at birth to 80% of normal at age three.

There's nothing particularly unusual about Noah Wall. What's unusual is his parents' mission to make him a spokesperson for disability rights.
