Agreed. Trump can executively reverse any and every Biden executive order and some successor of Trump can reverse anything Trump did.

There are executive orders you don't hear about. Everything the Executive Branch does every day in every agency is by some executive order or another. He hasn't written enough executive orders to cover everything, nor does he even know which were signed by Biden.

Yes Trump most certainly can cancel every EO by Biden. He can also cancel every EO that was signed by autopen.

The autopen, which was patented in the US in 1803, is a robotic device that replicates signatures of a person using real ink. The autopen is often used to sign materials in bulk.​

According to a 2005 guidance from the justice department, the “president need not personally perform the physical act of affixing his signature to a bill he approves and decides to sign in order for the bill to become law”.​

Instead, the president “may sign a bill … by directing a subordinate to affix the president’s signature to such a bill, for example by autopen”.​

Yes, numerous presidents have used the autopen, dating back to Thomas Jefferson, who used an early version of the device, according to the Shappell Manuscript Foundation. I would ask if one can seriously un-pardon people, but Trump can do anything and nobody will stop him.

So, unless the pardon has restrictions attached to it, once it's issued it's permanent. But what I think Trump is attempting to do is say they were never valid in the first place. There is absolutely no legal precedence to retroactively voiding the actions of a President due to alleged incapacity, but that's true of many things this administration is trying.
