Romans 11: 32 states that God may show mercy to all. God shows His mercy through those who have received His mercy. That does not mean that everyone receives mercy. By Romans 9:15 God will give compassion, or give mercy, to those whom He gives mercy. How does God decide on those who He will give mercy to?

Matthew 5:7 "Blessed are the merciful, for they shall receive mercy. NASU

Those who are merciful will receive mercy from God. In other words, if you are not a merciful, or compassionate, person, you will not get God's mercy.

God gives every person grace and mercy. The fact that any are alive and walking the Earth the fact that any were born are under God's grace and mercy.
The fact that he's giving every individual a chance to choose whom they will serve is giving grace and mercy.

To "justify" the ungodly seems to be speaking of God's just judgment that is passed.

Works alone is not the way.

And as James said faith without works is dead, so faith alone is not the way.

But I'm no scholar.

I know Romans 11:32 was included into your post also, as well as Roman'4:5 but a lot of people view it differently, as do I. Showing each individual Mercy as they live, mercy as a chance at redemption. Once a life is over with then they face judgment according to their faith and works, mercy after death no longer exist... And those who did not abide by his standards while they lived and was receiving his Mercy will not be a part of his kingdom.

If God's mercy is continuous even after death as some believe and all will be saved then who are those that the Bible speaks of that were none repentive and has no eternal life with God? Mercy is for the living, and the acts we do while we are alive determines our end.

Our works are every choice we make, every action we take.

Indicated in the link below and the link I believe I supplied earlier concerning God's Mercy is upon all. In this link it just says God's Mercy is universal.


Psalms 147:8-9 but God is good to all and his tender mercies over all his works.

The 7 thousand people who give the glory to the God of heaven. this is the first time in the book the some people in the tribulation gave glory to God. In verse 4 of chapter 11 of Revelation the two olive trees and lampstand stand before the God of the earth. Jesus has taken possession of the earth and called His OT saints and NT saints to heaven. So, the 7000 are the start of God giving mercy to all disobedient Israel. They failed to believe in Jesus yet still gave glory to the Father in heaven. He will give them mercy to live on the earth and the new earth when He creates it.

While the scriptures you cite say God shows, displays or gives compassion or mercy to the entire creation, I have others that directly contradict God giving everyone mercy.

Matthew 5:7 "Blessed are the merciful, for they shall receive mercy. NASU

Jesus said that the merciful shall receive mercy.

Matthew 18:33 'Should you not also have had mercy on your fellow slave, in the same way that I had mercy on you?' 34 "And his lord, moved with anger, handed him over to the torturers until he should repay all that was owed him. 35 "My heavenly Father will also do the same to you, if each of you does not forgive his brother from your heart." NASU

Luke 16:22 "Now the poor man died and was carried away by the angels to Abraham's bosom; and the rich man also died and was buried. 23 "In Hades he lifted up his eyes, being in torment, and saw Abraham far away and Lazarus in his bosom. NASU


Then Jesus gives at 2 examples of people who did not receive mercy. The people who did not receive mercy were exactly the people who were themselves not merciful, the type Jesus us said would not get mercy.

Luke 1:50 "AND HIS MERCY IS UPON GENERATION AFTER GENERATION TOWARD THOSE WHO FEAR HIM. NASU

Mary in her praising God stated there was a certain type of people that will get mercy from God.

Then there is an example of a person who did not fear God and did not get mercy.

Romans 3:24 being justified as a gift by His grace through the redemption which is in Christ Jesus; NASU

Now for this topic I claim some people who are justified by grace, according to His word, got mercy at first, forgiveness of sins, then did not get mercy by God exempting them from chastisement, which they deserve.

Hebrews 12:4 You have not yet resisted to the point of shedding blood in your striving against sin; 5 and you have forgotten the exhortation which is addressed to you as sons,"MY SON, DO NOT REGARD LIGHTLY THE DISCIPLINE OF THE LORD,NOR FAINT WHEN YOU ARE REPROVED BY HIM; 6 FOR THOSE WHOM THE LORD LOVES HE DISCIPLINES,AND HE SCOURGES EVERY SON WHOM HE RECEIVES." 7 It is for discipline that you endure; God deals with you as with sons; for what son is there whom his father does not discipline? 8 But if you are without discipline, of which all have become partakers, then you are illegitimate children and not sons. When we first enter salvation Jesus convicts us of things we must give up to continue living physically. 1 Corinthians 11: 30-31 some Corinthians chose to die to put to death the sins of the flesh and enter into heaven. They listened to the voice of Jesus as He told them to continue living they must put to death sins of the flesh to conduct themselves as a child of God.

Mark 8:34 And He summoned the crowd with His disciples, and said to them, "If anyone wishes to come after Me, he must deny himself, and take up his cross and follow Me. 35 "For whoever wishes to save his life will lose it, but whoever loses his life for My sake and the gospel's will save it. NASU

The drunk Corinthians chose the easy way, just die and get it over with, instead of putting their sins to death over a period of time. God gave them mercy, put them to death physically and they went to heaven. Those Corinthians heard and obeyed the voice of Jesus.

John 10:2 "But he who enters by the door is a shepherd of the sheep. 3 "To him the doorkeeper opens, and the sheep hear his voice, and he calls his own sheep by name and leads them out. 4 "When he puts forth all his own, he goes ahead of them, and the sheep follow him because they know his voice. 5 "A stranger they simply will not follow, but will flee from him, because they do not know the voice of strangers." There are others who either do not hear His voice or do not follow His voice. They refuse to be disciplined. As it says in Hebrews 12:8 if they are without chastening they are illegitimate and not sons. God does not give illegitimate children mercy nor does He continue to give them grace.

If we follow His voice and chose to daily put to death the sins of the flesh, through his grace and mercy, His Spirit will put the sin to death if we patiently wait and follow His voice. In that way we continue to live physically and further His kingdom doing works. The only way the works are acceptable is because God gives us grace and fills in what we can't do.
