Incorrect. Security tried to grab a disruptive individual who pulled away from them and pushed forward. As you watch he deliberately was pushing against them as they were pushing him out of the room. They stopped pushing like that when he gave up. Yes he tried to keep his balance, but he also pushed against them.

Whatever you believe his motivations to be, he is a senator. Not a "so-called" senator. He's not making his title up, or calling himself something he is not, or otherwise lying about his position in government - that's what labelling someone as a "so-called" [whatever] means.

Perhaps he assumed that the Secretary would recognize a Senator - especially one who she has had multiple meetings and hearings with given his position on the committee that oversees her department. Perhaps he assumed that the federal agents he was accompanied by had informed the secretary's detail of his identity. Perhaps he assumed that the Secretary's detail would recognize one of the two Senators for the state they were currently in. Or perhaps it didn't even cross his mind that someone walking to the front of the room to ask questions at a press briefing would get this sort of response. There are probably infinitely more potential reasons, but you'd have to ask Senator Padilla if you want the real answer.

Where do the police do this?
I've been in law enforcement and security for over 30 years and I have never done this.
I have charged many people with resisting arrest but they were actually resisting.
No need to make false charges

Relatively unknown? Just because you’re uninformed doesn’t make the senior Senator of the largest most populous state in the union “relatively unknown”. He’s known by the about 40 million people who live in his state.

Actually he wanted this to happen, his staff were ready and waiting to record the video of him being cuffed. The agents did their job. They should be thanked instead of being maligned. He disrupted the press conference. The rest of the people there were listening to Noem make her statements. He decided to interrupt her, disrupt the entire conference and when security tried to intervene he decided to push back and continue to be disruptive.
