This makes absolutely no sense whatsoever. It's not like Boeing are building the new Air Force One from scratch. The plane(s) already exists. From here:

So we have a couple of planes already being set up for Air Force One and despite delays because of the strict security considerations it's safe to say that the work is somewhat progressed. Against that we have a flying luxury hotel which will need to be completely gutted even
before any work can be started to get it up to the point where it can be used as a flying command post.
And if it is converted, it will have to be significantly decommissioned before it gets anywhere near Trump and his library. I'm sure he thinks he's going to fly around the world as president, and as a private citizen in the plane just as it looks now.
