Quite wrong.The covenant is the Mt Sinai covenant. It is a covenant that God offered to Daniel's people, the children of Israel, at Mt. Sinai.
Daniel 9:27 is clear; it will be a seven year agreement between a world leader and the 'many', who are the inhabitants of Jerusalem an all of the holy Land in the end times.
The division of those peoples, the many and the rest; is shown in Daniel 11:32, Zechariah 14:2 and Revelation 12.
Dreamed up fiction!The little horn person will cater to their wishes as the false prophet anoints him the king of Israel. He will then confirm the Mt. Sinai covenant in the manner Moses described in Deuteronomy 31:9-13 by making a big speech to the nation of Israel from the temple mount, that God gave the land of Israel to the children of Israel as theirs forever. Thus beginning the 7 years.
Proved wrong by how the 7 years commences peacefully. Only at the mid-point does the 'beast' come to Jerusalem and conquer the holy peoples. Revelation 13:5-7, Daniel 7:25
