It's not there to convince people to not be racist. What it actually does is prompt some people to say 'Hey, why is that there? Racism isn't a problem'. So the rest of us are reminded how far there is still to go.I would argue that signs that say "end racism" is 0% effective in ending racism. Let's use some common sense for a second. Can you name one example of one person who ended their racist ways because they saw an advertisement saying racism is bad? I am willing to wager that nobody has.
Look on like a Gay Pride Event. They started off as a protest at the violence and prejudice with which they had to put up. Kind of 'We're here and we're not going away'. Now they're more of an excuse for a party. When we reach the point when no-one needs to emphasise the fact that they are gay or transgender to highlight existing problems then it'll mean that there are no problems worth mentioning.
So when you don't see signs that say 'End racism' that's when you'll know there's no problem to highlight. It'll be when people say 'What's that sign for?' As opposed to 'I object to that sign'.
