Someone thinks that governments have the authority to demand that you worship the head of the government or be put to death, and that they are justified because if you refuse to worship them you accept the punishment.

If it's a government from biblical times then the punishments are usually biblical in nature. You know, stoning, crucifixion. Render unto Caesar or get nailed to a cross perhaps. Now if you want to update the concept and use North Korea as an example (render unto Kim Jong Un etc), then I think you need to use a democratically elected government as a comparison (render unto Yoon Suk Yeol etc).
