The POTUS doesn't have the authority over the DC National Guard unless approval is granted by the DC mayor and other high ranking civilian authority. The only exception to this is when National Guard units are "Federalised."
And it is the President who can 'federalize' the National Guard. He failed to respond to the situation and it was finally Pence and the DOD who acted.

When has the POTUS or the SECDEF deployed the DC National Guard inside of Washington DC with out being requested to do so by local Washington DC authorities?

Through Executive Order 11485—which also predates the creation of D.C.’s local government—the president’s authority over the DCNG has been delegated to the Secretary of Defense. In turn, this authority has been further delegated by memorandum to the Secretaries of the Army and Air Force for the D.C. Army National Guard and D.C. Air National Guard, respectively. The secretaries exercise this authority through the Commanding General of the DCNG, who is appointed by the president and fulfills the same role as the Adjutant General of a state National Guard organization.​
In theory, even though it reports through a federal chain of command, the DCNG can operate as a “militia”—i.e., in non-federal status. In practice, however, the distinction is almost entirely semantic. Even in cases of purely local concern, neither the mayor nor any other D.C. official has the authority to call up the Guard. Executive Order 11485 authorizes the Secretary of Defense, “subject to the direction of the President as Commander-in-Chief,” to “order out the National Guard under title [49] of the District of Columbia Code to aid the civil authorities of the District of Columbia.” As a matter of practice, whenever the mayor “desires civil support from the DCNG,” she submits a request to the Commanding General, who notifies the Secretary of the Army.​


Note - "Even in cases of purely local concern, neither the mayor nor any other D.C. official has the authority to call up the Guard. "


There is not a requirement for the mayor to have asked for the guard to be utilized before they are. If you think this is the case, post the evidence that it is necessary. The mayor can request the National Guard if a situation comes up, but it is not a requirement in situations like Jan. 6th. Trump should have called them up, but failed to do so.
Though, from what I read, he probably would have wanted them to help the protesters and not protect the Capitol.

We have the testimony of three people that Trump offered National Guard troops--Trump's offer of National Guard troops has been corroborated, not debunked. You are citing the sham committee that Nancy Pelosi wanted, made up of members that would not require her to testify. We now have a video, for all to see, of her accepting responsibility.
Is there a record from the National Guard from President Trump telling them to stand-by and stand back?
I should like to view that, if it exists.

Here are the specifics of Trump's offer and his efforts once the mayor turned his offer down:
  • Meadows “wanted to know if she need any more guardsmen,” Ornato testified. “And I remember the number 10,000 coming up of, you know, ‘The president wants to make sure that you have enough.’ You know, ‘He is willing to ask for 10,000.’ I remember that number. Now that you said it, it reminded me of it. And that she was all set. She had, I think it was like 350 or so for intersection control, and those types of things not in the law enforcement capacity at the time.” Ornato was correct. Bowser declined the offer, asking only for a few hundred National Guard and requiring them to serve in a very limited capacity.
  • Bowser’s decision to decline help from the White House did not end the Trump team’s efforts to secure troops ahead of the protest. When the D.C. mayor declined Trump’s offer of 10,000 troops, Ornato said the White House requested a “quick reaction force” out of the Defense Department in case it was needed.

Third, in his Jan. 2022 testimony, Ornato said that Meadows offered the National Guard’s assistance to Mayor Bowser because of concerns about violence “out on the mall area or at the event” but “not anywhere near the Capitol.”

The relevant exchange can be found on p. 78 of the transcript. Ornato did not claim that Meadows offered the National Guard’s assistance to protect the U.S. Capitol. Instead, he said there was a “concern of anti and pro groups clashing elsewhere.” It appears that the “event” he was referring to was Trump’s rally at the Ellipse just south of the White House.​
Neither Loudermilk, nor Hemingway mentioned this part of Ornato’s answer. Obviously, Ornato’s testimony is inconsistent with any claim that Trump wanted the National Guard to protect the U.S. Capitol.​
So Meadows said Trump floated the number of 10,000? I don't call that an actual serious offer. Bowser did accept 350 Guardsman for traffic control.
Keep in mind, the DC Mayor has no authority over federal property like the Capitol, White House, Supreme Court, and some other federal properties.

What the Ornato transcript says about Trump’s National Guard comments​
In the 153-page transcript of Ornato’s January 2022 interview, mentions the National Guard multiple times. Ornato said he recalled Trump floating the number 10,000, but said the president never gave the order.​
First, Ornato was asked whether he knew if Trump had asked Jan. 4, 2021, for 10,000 National Guard troops to be deployed Jan. 6, 2021.​
Ornato responded, "I was not aware of that."​
Soon after, Ornato was asked again whether he recalled any discussions before Jan. 6, 2021, about "having 10,000 troops or any other number of troops" to deploy.​
Ornato said he recalled overhearing a phone conversation a day or two before the Capitol attack between Trump’s Chief of Staff Mark Meadows and Washington, D.C. Mayor Muriel Bowser in which Meadows asked if Bowser needed more guards. Ornato said he had heard only Meadows’ side of the conversation.​
"I remember the number 10,000 coming up, you know, the president wants to make sure that you have enough. You know, he is willing to ask for 10,000," Ornato said. "I remember that number. Now that you said it, it reminded me of it."​
Ornato said he did not hear any discussion of 10,000 troops after this. Ornato said Meadows asked the Defense Department to set up a quick reaction force at Joint Base Andrews, just outside of Washington, D.C., in case additional National Guard troops were needed.​
When asked, Ornato said he knew of no order to deploy National Guard troops on the morning of Jan. 6, 2021.​
"And apart from that conversation that you overheard with Mayor Bowser and Chief Meadows, you did not learn of any other additional efforts or (an) order regarding 10,000 troops?" Senior Investigative Counsel Soumyalatha Dayananda asked Ornato.​
Ornato responded, "No, not 10,000 troops, no."​
OF course, NONE of this puts Pelosi in as the one to turn down 10,000 troops.

Pelosi has influence, not technical authority, and at least on that day she accepted responsibility.

The crazies stopped the legal objections to the election. At the rally, and the trouble started during the rally, Trump told people to act peacefully and patriotically. Our country is in a bad state if people are so propagandized that they always assume the worst of others.

Ornato remembers Meadows as saying Trump "floated" the idea of 10,000 which comes off as rather astronomical and not serious. And it wasn't about protecting the Capitol. The event being discussed was the rally at the Ellipse and area around it. The mayor does not control federal buildings like the Capitol, which is why there is a separate police force for the Capitol.

Sund told the Post that House Sergeant-at-Arms Paul Irving was concerned with the "optics" of declaring an emergency ahead of the protests and rejected a National Guard presence. He says Senate Sergeant-at-Arms Michael Stenger recommended that he informally request the Guard to be ready in case it was needed to maintain security.​
Notice that there is a Senate Sergeant of Arms? Is is equal to the House Sergeant of Arms? Note the lack of any criticism of McConnell.
They are suppose to be knowledgeable and experts at their job. McConnell and Pelosi listen to them. Note the request to have the Guard be ready in case they are needed? Pelosi and Schumar requested it as it became obvious that they were needed, why didn't Trump authorize it? Why did it take hours and hours till finally Pence and the DOD authorized it? Trump failed at his job which was to protect the US and the constitution.
Did Senator McConnell fail to call for the National Guard or to have them?

In explosive congressional testimony that has been buried by the news media, former Capitol Police Chief Steven Sund accused US Army Lieutenant General and current Director of the Army Staff Walter Piatt, as well as former acting Secretary of Defense Christopher Miller, of preventing D.C. National Guard troops from assisting outnumbered police and protecting Congress during Donald Trump’s January 6, 2021 coup.​
Sund testified on Tuesday, September 19 before the House Administration Subcommittee on Oversight, which is charged with overseeing the US Capitol Police Department. Under oath, Sund said that after the Capitol Police Board granted his request to appeal to the Pentagon for National Guard assistance at 2:09 pm on January 6, it took over three and a half hours for troops to actually arrive........​
Sund told the subcommittee, “After I received approval to call in the National Guard I then had to beg the Pentagon officials to send us help. I was repeatedly denied assistance by the Army Lieutenant General [Walter] Piatt, citing concerns over ‘optics’ of the National Guard on Capitol Hill.”

He continued, “The D.C. National Guard, many of whom were standing within eyesight of the Capitol, and whose motto is ‘Capitol Guardians,’ would not arrive until almost 6 pm, after the fighting was over and the Capitol Grounds were secured. The New Jersey State Police arrived before they did. To add insult to injury, the inspector general for the Department of Defense considered the response, quote, ‘appropriate.’”​
Sund explained that “Besides the [D.C. Metropolitan Police Department], the National Guard was the next largest cadre of personnel that could be deployed to assist my officers. We desperately needed those boots on the ground.

“The fact that the chief of police responsible for the legislative branch of government was repeatedly denied assistance by the Pentagon is indefensible,” he concluded.​


So once requested, why did it take so long for the National guard to go to the Capitol? Why didn't Trump act?

I would say the lawyers and the law stopped the legal objections to the election for lack of evidence, but the 'crazies' (YOUR WORD) won't accept it.

My word was for the violent people at the Capitol. In fact the objection process in the Congress had just begun when they had to evacuate.

This is an interesting read about the creation of the DC National Guard - the only one whose sole mission is to protect the Federal govenment:


President Jefferson saw how vulnerable America’s democracy would be if the will of a military general could keep the legislative body from enacting the will of the people. To prevent this, he created the D.C. National Guard. President Jefferson hand selected his new officer and in 1802, the D.C. National Guard held its first muster. The D.C. Guard is the only local National Guard with a national mission—to protect our Federal Government.​
Unique Law
Normally, American federal law specifically charges the U.S. National Guard with dual federal and state missions. As the U.S. federal government abolished the jurisdiction of the state of Maryland and states rights in Washington, D.C. to establish a federal district, there is no elected governor to command this guard unit. The District of Columbia National Guard is the only National Guard that reports only to the U.S. President.​

The authority over the DC National Guard may have been delegated to the Secretary of Defense, who can delegate to the heads of the military, but it first resides with the President.
Trump could have ordered the National Guard in on Jan. 6th or order the Secretary of Defense to do so.
He didn't.

During a meeting with Katrina Pierson, who was organizing Trump’s rally on the Mall, the president expressed a desire to march with his supporters to the Capitol, she told investigators.​
White House senior adviser Max Miller said he “shot it down immediately” because of concerns for Trump’s safety. Trump then suggested 10,000 National Guardsmen could protect him and his supporters — a figure that Pierson recorded. “I opened my folder and wrote down 10,000 National Guard, closed my folder again,” she recalled. (Miller did not recall the number.)​
Miller replied: “We should only call the Guard if we expect a problem.”​
Trump asked: “Well, are we going to expect a problem?”​
After the meeting, Miller texted Pierson, “Just glad we killed the national guard and a procession.” Pierson responded with a heart emoji.​
