Debate had no place for them. We need to remember that people that commit acts of violence represent themselves or a small extreme faction.

I know a great place to negotiate a settlement,
European Parliament.

Good.

Putin can crawl into the European Parliament, declare peace and general retreat returning Ukraine to its internationally recognised borders, beg forgiveness, agree to pay reparations for all damage and distress, ask for an EU security force to be placed along the Russian side of the border and then go and crawl the length of Ukraine personally apologizing to each and every family of each and every dead, wounded or otherwise inconvenienced Ukrainian.

How much money is Crimea worth?

Putin could repay the domestic product Russia has stolen from Ukraine through it's annexation of the Crimean region.
That's generally estimated at somewhere between $4 billion and $6 billion a year. Let's call it an even $50 billion to be on the safe side.

So neutral that Swiss politicians are publicity debating how to do a constitutional end run in order to supply weapons to Ukraine.

It's VERY clear which side the Swiss are on - in recent polling 70-80% of the population support Ukraine in the war and less than 10% report support for Russia.

But, Russia doesn't want to be made a full member of the European Union.

Russia has no interest in adopting any EU standards when it comes to civil, regulatory, social, economic, political or military policies or standards. In fact, Russia actively opposes EU positions:

It is authoritarian
It does not support a free press
It does not permit freedom of assembly
It does not permit free speech
It actively represses ethnic minorities
It actively represses LGBT individuals
It actively represses religious minorities
It invades its neighbours

So not only must the Russians be given EU membership, in spite of not meeting any of the requirements, the EU parliament must be retooled to host the a debate of if sovereignty is a thing? Not asking much are ya?

Unless we want to debate the Russians at the Olympics.

There is really no debate. None of the Russian atheletes belong at the Olympics. A large number of them are in the Russian Army anyway. Shouldn't they be fighting as dismounted infantry in Vuhledar?
