They could, but why would they? I'm fairly sure you're one of only a handful of people in the world who want Russia to join the EU
Russia speaking in European Parliament is a form of free speech.

Russia voting in European Parliament is a form of democracy.

Russia has no wish to speak in the European Parliament, because it refuses to meet any of the prerequisites for EU membership.

Why should the EU listen to a nation state that not only repudiates the principles it was founded on, but actively works against the EU's interests?

That would be the most free speech or democracy Russians could achieve as their country is neither free nor democratic. That is exactly why they have no place in such an assembly.

If you want to end the war in Ukraine,
you need everyone talking to each other.

Russia and Ukraine might need seats in European Parliament.

What do you think?

There are pan-European organizations, like OSCE, or even United Nations.

But in this kind of situations, the talks are mostly on the highest levels only - president to president, for example. Not in the EU parliament.

In the United Nations each country only has one seat.

In the European Parliament each country has many seats.

More people means more chances to make an agreement.

Because the EP is a *LEGISLATURE* not a debating club. Russia is not part of that legislature.

There is debate in American Congress.

There is debate in British Parliament.

There should be debate in European Parliament.

We could make them a member.

I don't feel I need to state this again, so I won't about Russia and EU membership. Why don't you get it?

(And "we" couldn't. We're Americans. We don't have that power.)

If debate was an Olympic sport,
could Russia speak there?
One, debate is not now and probably never will be a sport period, much less an Olympic one.
Two, probably not since Russia is regularly banned from the Olympics for doping.
