That's not enough time for a breakout from hundreds of years of oppression to have been reversed so that there would be no difference.
Moreover, we have to talk about black people finding a way out of the dysfunctional slave culture to whatever functional culture black people can achieve in its place. That's going to take time...but it's happening. Unfortunately, it may take a great deal of pain and heartbreak and frustration to make that happen. I fear a large proportion of black people will not be able to make the adaptation.
