The definition of "Righteousness" you quote is very clear ..acting in accord with divine or moral law: (free from guilt or sin)...

In other words; we can only act in accord with divine or moral law when "we free from guilt or sin"...

Some thinks, they can follow the Law (Torah) whilst at the same time still struggling with sins..

His Holy Spirit helps us in this process to become more like Christ. This is not a one time event; it’s a life long process (we stumble here and there). The process of sanctifying and purifying us (the works that Jesus does in the believer, and is not of ourselves) ... it is HIM working in us and through us. We are separated from the world. We are in the physical world but not of the world spiritually. Our mind (thinking) changes over time and therefore our actions also change. Our faith increases more and more as He faithfully works in us. Hebrews 12:2

The Hebrew word is "kadosh." It means dedicated. We are called to be dedicated to YHWH.

Righteousness is a character trait of God that is straightforwardly expressed by doing what is righteous and God's law is His instructions for how to express that character trait, not for how to attain it. For example, God's law reveals that it is righteous to help the poor, but no amount of helping the poor will ever cause someone to become righteous because the one and only way that there has ever been to become righteous is by grace through faith. We express our character traits through our actions, so when God declares us to be righteous, He is also declaring us to be someone who expresses His righteousness through our actions in obedience to His instructions for how to do that found in His law in accordance with Christ's example. Christ expressed the righteousness of God through his actions by living in sinless obedience to God's law, so God's law describes the way that a righteous person lives as it describes the life of Christ, but was not given as a means of becoming righteous even through perfect obedience to it (Romans 4:4-5).
