I would totally disagree, the American public was not only taken for a ride and played for being stupid, the time that the President and his staff had to devote to this farce was time not used to do their primary duty of serving the public. There are people who create rubrics and criteria for measuring the success of presidents. It's them who are saying they ain't so great. IF you like, I can find a couple studies and surveys but a short google search can show his ranking (survey of historians) fairly recently....

Actually an evaluation at this point would be premature. The question is not how unpopular a president may be or have been at any point, the question is in the history of events how well did the president do his job.
