And to be Biblically correct, your interpretation of Ro 5:17-19 must agree with:

Jn 3:18
- "Whoever does not believe in the Son is condemned already."

Jn 3:36 - "Whoever rejects the Son will not see life, for God's wrath remains on him."

Agree: "Belief is not a work (verb); like faith (noun), it is a state of being."
FurtherMore, this belief is Not "intellectual" {head}, but From The heart!
(Rom 10:9 cp Acs 8:37 KJB!)

You need a better dictionary.

"Belief" is a noun, just as "faith" is a noun.

Belief is not a work (verb); like faith (noun), it is a state of being.

And to be Biblically correct, your interpretation of Ro 5:17-19 must agree with:

Jn 3:18
- "Whoever does not believe in the Son is condemned already."

Jn 3:36 - "Whoever rejects the Son will not see life, for God's wrath remains on him."

The NT does not allow salvific universalism.
Believe is a verb, a action! I can tell you have not studied these words.

Justification by Faith Its a promised blessing !

To Justify by Faith individuals is a Spiritual Blessing God has promised to do. Lets look at Rom 3:30

Seeing it is one God, which shall justify the circumcision by faith, and uncircumcision through faith.

The Promise here is that the One God Shall Justify the circumcision[jew] by Faith and uncircumcision[Gentile] through Faith. The word shall means that God will perform this by Hs word of Promise and Power !

Gal 3:8

And the scripture, foreseeing that God would justify the heathen through faith, preached before the gospel unto Abraham, saying, In thee shall all nations be blessed.

So we see that the uncircumcised heathen Gentile are Justified through Faith based upon a Gospel Promise God made to Abraham saying:

"In thee shall all nations be blessed."

The religion of man teaches that Justification by Faith is a product of the will of man, but thats false, its the result of the Promise, Power , and Grace of God, for it has been written " The Just shall live by Faith"

Justification by Faith is when through the Gospel, the born again elect have their free justification declared to their mind for recognition/realization. They are made aware of having been made righteous and forgiven. Paul would preach to them the forgiveness of sins Acts 13:38

Be it known unto you therefore, men and brethren, that through this man is preached unto you the forgiveness of sins: or Justification !

Faith is a gift (Php 1:29; Ac 13:48, 18:27; 1Pe 1:1; Ro 12:3),
which gift alone justifies (Ro 3:21, 28).​

And not as it was by one that sinned, so is the gift: for the judgment was by one to condemnation, but the free gift is of many offences unto justification.

17 For if by one man's offence death reigned by one; much more they which receive abundance of grace and of the gift of righteousness shall reign in life by one, Jesus Christ.)

This Free Gift of Righteousness/Justification is by Imputation, the Gift of it is received by Imputation meaning, God imputes it or charges it to their account, based upon the sole obedience of Christ in their behalf and stead. Its like a person who goes to bed knowing and feeling he owes a huge debt, but in the morning, when he checks the amount of the debt because it grows interest each day it goes unpaid, then he discovers the debt has been paid if full, his debt is now canceled. That is a Gift. It wasnt an offer, but a finished transaction accounted to his debt account, but now to his delight and relief he discovers the debt is paid !

Now this Gift of Righteousness before God is even theirs, charged to their account, even when they themselves are enemies and unbelievers, hence because of it, they have been reconciled to God Rom 5:10, so again thats how and why its a free gift, its not a Gift of Grace unless its theirs by Divine Imputation while they are Ungodly, hence we read Rom 4:5

5 But to him that worketh not, but believeth on him that justifieth the ungodly, his faith is counted for righteousness.

Because the Gift aspect is the fact that they have been declared Righteous in their Surety, the Lord Jesus Christ, and not in themselves, and that is it !

Therefore as by the offence of one judgment came upon all men to condemnation; even so by the righteousness of one the free gift came upon all men unto justification of life.

The Judgment and Condemnation that came upon all men whom Christ died for, it came upon Him, it passed upon Him, and in turn Justification of life comes upon them, is passed upon them.
