Technically, Reagan didn't actually know where those weapons were going. By the time that happened, he was not at his best, and he was betrayed by people he trusted.

Bush approved the sale of weapons to unsavory characters to be taken Mexico to track the weapons through criminal organizations, he had no idea that some of them would eventually be used against IS personnel. Nor did Eric Holder, when he allowed Bush's "Wide Receiver" program to continue as "fast and furious."

But Trump did hand over classified information to Russian officials, endangering our security relationships with Israel,from whom we had gotten that information.

None of which matches his impeachment, and large number of underlings convicted of serious crimes. That will be his brand in history.
