I think that goes with how St. Bede interprets the meaning of the mark of the beast:“And he causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads: And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name.” (Revelation 13:16–17)
“And I looked, and, lo, a Lamb stood on the mount Sion, and with him an hundred forty and four thousand, having his Father’s name written in their foreheads.” (Revelation 14:1)
Notice the mark is symbolic, not literal.
How does one receive it? By placing laws that force one to sin above God's precepts.
It has existed throughout history and to a degree in the USA recently when Christian businesses could not buy or sell unless they complied with sinful laws. Those who supported the laws received the mark.
"mark. By saying, 'on his forehead, or on his hand,' he shews that the devil marks some by an unholy profession [publicly declared belief], but others by practice alone." - St Bede
