The mayor of Russia's capital city Moscow said that there would be no new mosques built to serve the increasing Muslim population of the city.

Moscow’s mayor Sergei Sobyanin has declared that no new mosques will be built in his city, despite the cities four mosques being inadequate for the huge influx of Muslim workers who have settled in the Russian capital as of late.
Two million migrant workers now live in Moscow, with most of them being Muslims from central Asia and the Caucuses. On Fridays and Islamic holidays, most of them are forced to pray outside on the streets due to insufficient space in the few mosques available.
Although admitting that Moscow could not survive without them, Sobyanin told Komsomolskaya Pravda in an interview that no new mosques would be built in the city, saying that the city had no responsibility to cater for outsiders.
Illegal immigration of outsiders to the city is stirring ethnic tension among the predominantly Slavic people of Moscow, the mayor warned.
Around 20% of Russia’s population is Muslim, and under the post-Soviet constitution drawn up in 1993, Muslim citizens are supposed to have equal rights with the other three founding religions, Christianity, Judaism and Buddhism. However, most Muslims are situated outside of the capital city, and the recent influx of Muslims to Moscow in order to fulfill its need for cheap, unskilled labor has left Slavic Muscovites in a dilemma.
Rushan Abbyasov, the chief of staff of Russia's Council of Muftis, complained that there are not enough mosques in the city to serve the Muslim population, adding that the current amount should at least be doubled. Sobyanin disagrees, saying that the four mosques are sufficient.

Is the city declaring that it won't use tax money to build mosques, or is it saying that mosque-builders won't be able to build mosques with their own funds?

This Jew has no problem with Muslims building mosques on any land they legally own and can build based upon local zoning.

This sounds like classic Russia, I do not condone these actions. I feel like we don't have all of the information though. Some sources about this story have said that the mayor of Russia will not allow Mosques to be built with city taxes, which is understandable to me. However, I think there is a general lack of clarify. Russia isn't exactly known for its enlightened human rights behavior.

This isn't new. If I'm not mistaken this is just a reiteration of a policy they've had there for a few years now. A couple of years ago- iirc- Wahhabists were going to fund mosques in Moscow and they were told that as soon as the Russians were allowed to fund and build a church in Riyadh- they'd let them build a mosque in Moscow. I'm paraphrasing- but that's the gist. The Russians are rather tit for tat and hard-line on a lot of things.

this is officialy true but the Saudis have nothing to do with it. the Arabian Penensula is the most special area in the world because it is the cradle of Islam , and it must remain so because the Prophet (blessings and peace of Allah be upon him) said: “Expel the Jews and Christians from the Arabian Peninsula.” And according to another version he said: “Expel the mushrikeen (polytheists).”

but there are hundreds of thousands of non-Muslims who work there and have their own worshipping places privately.

if they do not like this why are they there?

besides, hundred of churches in the world are being abanded by Christians, so why Saudia Arabia?

Islam is on the rise in Russia and in the rest of the world, some are trying desperately to stop this ignoring the fact that no one can prevent something God does from happening.

This Quranic verse is repeated three times:

61:9. He it is Who has sent His Messenger (Muhammad ) with guidance and the religion of truth (Islamic Monotheism) to make it victorious over all (other) religions even though the Mushrikun (polytheists, pagans, idolaters, and disbelievers in the Oneness of Allah and in His Messenger Muhammed ) hate

also there is a predection by Prophet Muhammad which says:

“This religion will reach as far as the day and night reach. Allah will make Islam enter every house and tent in a manner that will dignify and honor Islam and humiliate the unbelievers”.

during the communists' rule the authorities excecuted anyone who worshipped God. Muslims built underground places to pray so no one sees or hears them.

no sources prove that Islam ended because of that policy. tens of millions of Muslims were and still are there. the number is on the rise which is terrifying the officials

That would make sense as long as they are not using city taxes to build churches either.

If that had been an authentic hadith then the Prophet would have expelled the Jews and Christians himself. But in fact Jews were still living in Yemen (part of the Arabian Peninsula) until the establishment of the modern State of Israel. Christians have also remained in Yemen continuously.

It may make some sense to reserve the Hijaz for Muslims only, but not the entire Arabic Peninsula.

If Muhammad forbade the building of churches and synagogues in the Arabian Peninsula and called on the Christians and Jews in them to be expelled, he was no better than those who forbid mosques to be built in Moscow.

Do you believe it is right to expel people from their homes simply because of their religion? As a Palestinian, I thought you would be able to see the wrong in displacing people from their homes.

Christians and other non-Muslims in Saudi Arabia are "allowed" to worship privately, as long as they hide their faith. Yet Saudi Arabia gets offended when France bans the hijab, a symbol of faith for Muslim women, to be worn in public.

Would you support a European country forcing Muslims to practice their faith only in secret, or one that decided to expel all of its Muslims?

People leaving churches is irrelevant to the discussion. People leave Islam too. That does not make expulsions or religious discrimination against either Christians or Muslims being alright.
