The house of Israel never returned from captivity under the Assyrian. They remain "scattered" as He intended. Only the house of Judah returned from the Babylonian captivity as written in Ezra and Nehemiah.
[Ezekiel 37] lets us know the two sticks will one day be joined but...not yet.
You are mistaken for Jesus said:Matthew 15:24 But He answered and said, I am not sent but unto the lost sheep of the house of Israel. As shown above both Jesus and Paul made the distinction. I will add when Peter said, "men of Israel," you must realize that the house of Judah is Israel just as the house of Israel is Israel. All of them are Israel.
Hebrews 8:8 For finding fault with them, He saith, Behold, the days come, saith the Lord, when I will make a new covenant with the house of Israel and with the house of Judah:
All are Israel but not all are Jews (house of Judah).
Unless one understands this separation how will one know the group God is addressing in various Scriptures?
Absolutely not. You cannot make that assertion because the "house of Israel is a pretty generic. The term is first used in Deuteronomy 16:31 and it refers to Israel. Once the kingdom was divided "house of Israel" referred to the ten tribes. One must be very careful and allow context to make that distinction.
Indeed, after Judah returned from exile the temple was rebuilt but don't discount the fact that in the captivity of Israel and Judah a remnant of both remained in the land...so you would not be accurate.
The land Israel was well populated when Jesus walked through it. To try and make a difference between Israel and Judah at this point is fruitless as they were no longer divided. Many of Israel had found their way back when Assyria fell. They had been scattered and many remained where they were.
Though there was no complete release of Israel from captivity, many found there way back to the land...that to is a fact (search it out). So when Jesus said "lost sheep of the house of Israel", He meant all dwelling in the land. All you need do is read the passage the went all through the country, as the passage states. The only distinction Jesus made to them was not to go into Samaira (mixed Jews), or to the Gentiles. So again you are not accurate.
When you quote Paul in Hebrews 8:8, you should realize he is quoting Jerermiah 31:31, and therefore it accurately reflects the reality that they were divided at the time. So Paul quotes it to ensure it means both...which is ALL OF ISRAEL.
