This is encouraging news for sure. And quite a remarkable outcome!
(I now want to do some serious research into this aspect of HIV and immunity.)
As for him transmitting it now - I am sure he could. Even if it is non-replicating, it is still present. And if it is present, there is a possibility, I am sure, though I have no clue as to a number to put to that probability, that it could still be transmitted. I would assume, as with any virus, even those who build or naturally have an immunity can still be vectors without have any effects (without "catching" the virus, so to speak).
I also, wholeheartedly and fully, feel if a cure can be garnered from this it should be made available (somehow) to a greater population than simply those that have the money. It is far too great a threat and plague on the human population overall to leave it up to money and affluence of the patients to decide the fate of the disease.
[Though, I will point out, in a pessimistic point though it is, the money for such a cure must come from somewhere each and every time that it is given.]
