I is a rhetorical "all" used to make a point about the need to stop depending on ther Mosaic law and to follow Jesus. It is not an absolute dogmatic ruling
Rom 5:12 ¶ Wherefore, as by one man sin entered into the world, and death by sin; and so death passed upon all men, for that all have sinned
It is because of Adam, the whole race of Adam, even a new babe who has just been born, and dies, has sinned. Where? Adam's sin. Why? Cause all are from Adam, all were there in Adam, all would sin against God if they grew old enough to do so, all of us are not perfect. Except the Word made flesh, hell could not hold Him, He is the Son of God and the Word of God.
However i do believe there are some who are better than others, like Job, John the Baptist, Mary, Abraham, and others. They are up there above as far as humans go, but they are still missing the mark, or whatever you want to call it, they still have warred against the flesh and came out on the Sheol side. Not at all like Christ, the Word of God made flesh, hell could not hold Him legally as He is the Son of God and the Word of God, the Perfection of God and the Creator of all. Satan legally killed Him because He was human/Adam, but hell and death could not legally hold Him down like the rest of us.
