You can do a great deal with Photoshop Elements and it's substantially cheaper than the full-blown Photoshop. About $100 US last I checked.

Application software is usually available to college students at a drastically reduced price. MS Office is (or used to be) around $80. Check your bookstore for Photoshop.

The interface is a little more cumbersome than Photoshop, and it's more difficult to fine-tune, but it's certainly possible to splice images using the Gimp. I'm not particularly good at it, and even I have gotten reasonable results.
